Municipal Clerk

Borough of Penns Grove, Salem County – is seeking an experienced and detail-oriented Municipal Clerk to serve as the statutory officer responsible for records management, elections, governing body support, licensing, and compliance with New Jersey municipal law. This role also supports day-to-day operations of a small but active borough government and frequently interfaces with appointed professionals and a local and state agencies. The successful candidate must be highly self-motivated, with excellent communication, interpersonal, organizational skills, and to be able to multitask efficiently. Candidates must be able to perform all duties of Municipal Clerk and become certified as Registrar of Vital Statistics, as well as other administrative duties that may be assigned. Qualified candidates should have strong organization and computer skills, including a strong knowledge of Microsoft 365 and online meeting platforms. Due to the nature of this position, which requires frequent interactions with the public, candidates shall possess good written and oral communication skills. A valid NJ driver’s license is required.

Minimum Qualifications: Valid Registered Municipal Clerk (RMC) certification issued by the State of New Jersey, or ability to obtain certification within statutory limits and the time frame set by the Borough of Penns Grove; Knowledge of New Jersey statutes affecting municipal clerks, including OPRA, OPMA, elections, and records retention; Strong communication, organizational, and recordkeeping skills.

Preferred Qualifications: Prior work in a New Jersey borough or township clerk’s office; Experience with small municipality workflows is preferred.
