The Borough of Penns Grove (“Borough”) hereby solicits proposals from qualified architectural firms licensed to practice in the State of New Jersey to provide architectural design, layout, and related professional services for the Borough’s proposed Technology Hub and Community Center to be located at 64 East Main Street, Penns Grove, New Jersey.
The existing building is approximately 7,300 square feet. The Borough seeks a completed architectural design and layout for adaptive reuse, redevelopment, and/or renovation of the property into a mixed-use public facility incorporating broadband infrastructure, technology and learning space, and community activity rooms.
This Request for Proposals is being issued for professional architectural services under a fair-and-open process for professional services. The successful proposer must be authorized to practice architecture in New Jersey and must comply with all applicable public contracting, pay-to-play, and professional licensing requirements.
This Request for Proposals is offered on a competitive contracting basis pursuant to the New Jersey Local Public Contracts Law, N.J.S.A. 40A:11-4.1 et seq., and the implementing competitive contracting regulations, N.J.A.C. 5:34-4.1 et seq., as applicable. The Borough intends to evaluate proposals on the basis of the stated evaluation criteria and to recommend award to the responsible proposer whose proposal is most advantageous to the Borough, price and other factors considered, subject to governing body approval by resolution. This procurement is not a lowest-price bid; price will be considered together with qualifications, technical approach, experience, schedule, responsiveness, and overall value to the Borough. The Borough may request clarifications, conduct interviews, negotiate scope and compensation, and take such other action permitted under competitive contracting and applicable law.
