Notice is hereby given that the foregoing ordinance was introduced and passed on first reading at a meeting of the Penns Grove Borough Council, held on the 7th day of April 2026. This Ordinance was considered for final passage and adopted after a public hearing was held at a meeting of the Penns Grove Borough Council on the 5th day of May 2026.

Calendar Year 2026 Model Ordinance To Exceed The Municipal Budget Appropriation Limits And To Establish A CAP Bank (N.J.S.A. 40A: 4-45.14)
In accordance with the provisions of P.L.1995 c. 259, the Municipal Clerk has prepared a statement setting forth the purpose of the Ordinance. A copy of this Ordinance in its’ entirety may be obtained with cost, by any member of the general public, from the Municipal Clerk, 1 State Street, Penns Grove, New Jersey.
Statement of Purpose
The purpose of this Ordinance is that, in the CY 2026 budget year, the final appropriations of the Borough of Penns Grove shall, be increased by 3.50%, amounting to $226,725.24, and that the CY 2026 municipal budget for the Borough of Penns Grove be approved and adopted in accordance with this Ordinance.
