TAKE NOTICE that, pursuant to the Open Public Meetings Act, N.J.S.A. 10:4-6 et seq., and specifically N.J.S.A. 10:4-9(b), the Mayor and Council of the Borough of Penns Grove (the “governing body”) will hold an emergency special meeting on less than forty-eight (48) hours’ notice on 1st, day of July 2026, at 2:00 p.m., via the Zoom online meeting platform.
PURPOSE. This meeting is limited to discussion of, and action upon, a single matter of urgency and importance: a resolution authorizing submission of the Borough’s New Jersey Department of Transportation (NJDOT) Fiscal Year 2027 Municipal Aid grant application for road improvements to Lanning Avenue, Phase II, and authorizing execution of the application and all related documents. No other business will be discussed or acted upon. Formal action will be taken.
REASON FOR EMERGENCY NOTICE. This meeting is being held on less than forty-eight (48) hours’ notice because the matter is of such urgency and importance that a delay for the purpose of providing the ordinary forty-eight (48) hour adequate notice would be likely to result in substantial harm to the public interest — specifically, the loss of Fiscal Year 2027 Municipal Aid grant funding for needed road improvements, as the application must be submitted through NJDOT’s System for Administering Grants Electronically (SAGE) no later than the July 1, 2026 cutoff.
