Interior Clean-Out And Possible Separate Asbestos Flooring Abatement – 64 East Main Street, Penns Grove, New Jersey
Bids due and public opening Wednesday, October 21, 2026, at 10:00 a.m., Penns Grove Borough Hall, 1 State Street, Penns Grove, NJ 08069
The Borough of Penns Grove, Salem County, New Jersey (“Borough”), will receive sealed bids from qualified contractors for the interior clean-out of the Borough-owned building located at 64 East Main Street, Penns Grove, New Jersey, an approximately 10,000 square foot building, and for the removal and disposal of asbestos-containing flooring in that building. Bids will be received and publicly opened and read aloud at the date, time, and place stated in Section 17, and any contract will be awarded in accordance with the Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq.
The Borough is considering either:
- Option A – Combined Award: A single contract for both the general interior clean-out and the asbestos-containing flooring removal and disposal; or
- Option B – Separate Awards: Separate contracts for (1) the general interior clean-out and (2) the asbestos-containing flooring abatement, removal, and disposal. Bidders may bid on one or both components. The basis of award is set out in Section 12. Re-advertisement. This Request for Bids re-advertises the Borough’s prior solicitation for the same work, under which bids were received in August 2026. The Borough rejected all bids received under the prior solicitation because they substantially exceeded the Borough’s appropriation for the work. See N.J.S.A. 40A:11-13.2. These specifications have been revised, including a not-to-exceed amount. This document replaces the prior solicitation in its entirety, including every addendum and written response to questions issued under it. Bidders who responded to the prior solicitation must submit a new bid on the forms included with this document.
